Verification of double counting biofuels
The Dutch Energy Transport Scheme has the possibility of ‘double counting biofuels’ with the aim of promoting the introduction of more sustainable biofuels. In order to be allowed to apply the double counting, a number of conditions must be met. Normec can take care of the review (of the conditions) and verification statement. In this context, we work for both producers and suppliers of biofuels throughout the chain.

Energy Transport Scheme
Companies that can demonstrate that they use double-counting biofuels and meet the requirements may use them under the Energy Transport Regulation. These double-counting biofuels are mainly made from residual flows and non-food or woody crops. By applying this scheme, the booker in the REV can meet the annual obligation with half as many biofuels.

For which biofuels?
The scheme therefore applies to biofuels produced from waste, residues and lignocellulose material, also described as fibre-based crops. And only raw materials that cannot be used at a higher quality than for the generation of biofuel are eligible for the double counting.
Review and verification statement by Normec QS
The Dutch Emission Authority (NEa) requires fuel suppliers to provide proof that there are double-counting biofuels when entering the REV. The verification declaration(s) shall confirm that the appropriate requirements are met for the double counting of biofuels. Thisis checked at the premises of the biofuel producer. QS can provide the testing and verification statement(s). We work for both producers and suppliers of biofuels.
