If you want your organisation to be eligible for the SNA quality mark, your company must meet the requirements of the NEN 4400 standard and the applicable SNA Standards Manual.
The NEN 4400 standard describes the requirements that temporary employment agencies and (sub)contractors must meet in order to demonstrate that they comply with their ‘labour obligations’. This mainly concerns the correct declaration and payment of income tax, sales tax, and social security contributions, the performance of identity checks and checks on the right to work in the Netherlands (combating illegal employment), and the payment of wages that do not contravene the Minimum Wage Act and the Minimum Holiday Allowance Act.
NEN 4400 consists of two parts:
• Part 1 applies to Dutch temporary employment agencies
• Part 2 applies to agencies operating on the Dutch market from abroad (see also NEN 4400-2)
The organisations in the SNA register are periodically checked and only included if they meet the requirements.
How can your organisation obtain the SNA quality mark and NEN 4400-1 certification?
The SNA quality mark is based on inspections carried out in accordance with the NEN 4400-1 and NEN 4400-2 standards.
Normec VRO is accredited by the Dutch Accreditation Council. This means that we, as an organisation, comply with the EN ISO/IEC 17020 standard for the NEN 4400-1, NEN 4400-2, and SNA standards manual (registration number I203). We are therefore authorised to carry out inspections for the SNA quality mark. Your organisation will receive the quality mark once an inspection has been carried out and completed with a positive result.
Quality mark obtained
Once you have obtained the quality mark, we will, in principle, review your personnel records, payroll records, financial records, sector-specific collective labour agreement compliance (if applicable), and specific situations (e.g., temporary employment and/or self-employed persons) every six months.

How does NEN 4400-1 certification work?

Inspection
Together, we assess the current situation, checking the components of the NEN 4400-1 standard.

Report
You will receive a report from us based on the inspection, in which the various aspects of your company are assessed. We also report where improvements are needed.

Frequency
We usually check your organisation once every six months to ensure that you still meet the requirements of the SNA quality mark.

All organisations in the Netherlands that employ staff can become PSO certified. The PSO quality mark is particularly interesting for companies that want or need to comply with SROI (Social Return on Investment) obligations. Organisations that do a lot of work for government agencies are sometimes even required to carry the quality mark in order to be awarded contracts.
The PSO 30+ certificate recognises organisations that meet at least the quantitative requirements set out in Article 2.82 of the Public Procurement Act. PSO 30+ is a quality mark for organisations that engage in social entrepreneurship to a very high degree. These organisations distinguish themselves by offering at least 30% of their workforce to people who are distanced from the labour market.

In order to certify your organisation, a PSO audit must be conducted. During the PSO audit, one of our auditors assesses whether your organisation is eligible for the PSO quality mark based on quantitative and qualitative criteria.
For example, the auditor looks at the percentage of employees who are distanced from the labour market in relation to the total workforce. The auditor also assesses whether your organisation treats its employees with care.
