Documents in an inspection
Inspection supplies
During an inspection of fire protection systems, the inspector needs several documents. The inspection consists of different phases, each requiring different documents. This overview shows which documents are required at each stage of the inspection.
Basic design inspection
During the basic design inspection, we assess the basic principles of the fire protection system. The basic principles of a fire protection system must be recorded in a document or a collection of documents. This can be, for instance, a Basic Design Document (UPD), a Fire Safety Master Plan (MPB), a Schedule of Requirements (PoR), a Memorandum of Requirements or a Basic Fire Protection Document (BdB), but an e-mail or a letter can also be part of the basic design. We would like to receive these documents (well) in advance of the basic design inspection.
Inspection of detailed design
During the inspection of the detailed design, we inspect the design drawn up under the supplier's responsibility. Here, we look at the translation of the basic design to its implementation on site. For this, we need at least the following documents:
Fire alarm and/or evacuation alarm system
Drawings showing the projection of the detectors, cable runs and other installation components;
Block diagram with clear distinction between loops, types of detectors, classification of detector groups, isolators present, other components and controls;
Control function matrix consistent with the basic design and the above two design documents;
Evacuation plan.
Sprinkler system

Hydraulic calculations;
Restriction plate calculations;
Calculation contents of the dry system;
Drawing of water tank / water cellar / basin;
Data (emergency) replenishment;
Content calculation of water supply;

Data/drawing and any calculations of supply cable electric driven sprinkler pump;
NPSH calculation;
Drawing connection to potable water line (DWL as water supply);
Chart water supply including pipe characteristics;
Product information/data sheets;
Design drawings and data liquid dispersion (product and fire water collection);
Drawing of fire separations indicating WBDBO values;
Certificates and/or test reports of fire protection devices;
Report of internal final inspection;
Report of maintenance;
Documentation showing that the roof and building structure is capable of supporting the load of the installation;
Commissioning report of the pump is present;
Documentation on the electrical power available for the pump drive in combination with other pantographs;
A statement from the supplier shows that the components have been functionally tested in conjunction and function properly;
If applicable: documentation shows that the fire panel has been approved by the fire brigade.
Water mist system

Statement by the user/owner that storage of products and (or) goods takes place in accordance with starting point document;
A current analysis of the foam concentrate is available showing that the foam is approved to the applicable specification by means of a batch analysis report in accordance with NEN-EN 1568;
Documentation is available showing that at least the minimum required amount of foam concentrate is in stock;
There is documentation available showing that foam concentrate can be replenished on time;
Documentation is available showing that sprinklers/sprinklers are tested to factory specifications or in frequency according to the applicable standard and replaced if necessary;
A statement from the supplier shows that the components have been functionally tested and function properly in relation to each other;
If applicable: documentation shows that the fire panel has been approved by the fire brigade.
Extinguisher gas system
Principle diagram, P&ID, isometrics of nozzles and piping system;
Drawings of fire separations showing WBDBO values;
Architectural drawings of the area and rooms to be protected;
Extinguisher gas calculation (blow-off time, filling time, concentration, extinguishing gas supply, etc.);
Arrangement of gas supply;
Over- and underpressure devices, design and dimensions;
Design drawings and data on liquid dispersion (product and extinguishing water collection);
Data including type approval/acceptance of the extinguishing gas and applied components, fittings, piping network, couplings;
Architectural data as regards the maximum load on the structure for overpressure;
Report of internal final inspection;
Maintenance report;
Documentation showing that the roof and building structure is capable of bearing the load of the installation;
Documentation is available showing the maximum permissible load on the structure under overpressure (or) overpressure;
The report of the airtightness test of the room(s) to be protected is available;
Reports from the supplier show that the pipework has been pressurised to the pressure required by the standard, cleaned, blown through and is leak-free;
The cylinders used in the installation are certified in accordance with the Pressure Vessels Directive;
Design and pressure class (PNxx) of pipes and fittings corresponds to the design and standard;
There is a report from the supplier or maintenance company that the extinguishing gas cylinders have been filled with the required quantity of extinguishing gas;
There is documentation available on odour admixture and (or) other safety devices;
If required (regulation, standard, UPD): a report of a test extinguishing operation is available showing that the system can deliver the required performance;
A statement from the supplier shows that the components have been functionally tested in conjunction and function properly;
If applicable: documentation shows that the fire panel has been approved by the fire brigade.

A block diagram of the installation layout
Electrical diagram of control cabinet
If applicable: switching matrix of control of ventilation zones
Calculations/simulations of all relevant (normative) fire scenarios
Architectural drawing in relation to:
fire resistance / wbdbo separations between smoke sectors and fire compartments
supply and return air facilities
fan
fire room, setup room, control box
shape and size of RWA room
If the basic design inspection was not carried out by Normec FSS, we obviously also need the basic design when assessing the detailed design.
Inspection on site
Initial
During the on-site inspection, we distinguish between the documents we want to receive in advance and documents that need to be present on site. We use the documents we want to receive in advance in preparation. If we do not have these in our possession, this may cause delays on site. We would like to receive the following documents in advance, if not already received:
Basic design (Programme of Requirements, Notes of Supplement, correspondence with competent authority, etc.);
Detailed design (drawings, block diagram, control function matrix, evacuation plan, etc.).
On site, we need access to a logbook, either paper or digital. In addition to the aforementioned documents, the logbook contains at least the following documents:
Report of Delivery;
Certificate of Delivery, if applicable;
Calculation of the maximum number of unwanted and false alarms;
Event data sheets (alarms, malfunctions, shutdowns, management and maintenance);
Certificates of installation and/or declarations of conformity;
Any reports of test fires (carried out in the presence of the competent authority or an inspection body);
Maintenance contract with turnout time and repair time secondary power supply.
Follow-up
During the follow-up inspection, the logbook should again be present at the site. Here, we mainly look at the completed and supplemented data. The following documents/additions must be present:
Report of Maintenance;
Possibly the Certificate of Maintenance;
Calculations of achieved performance requirements (unwanted and false alarms and system availability);
Fill-in sheets must be completed.
Consider fire alarms, faults, shutdowns and management and maintenance;
Modified detail design, if applicable.

If we have not previously carried out an inspection at your site, we would like to receive documents in advance. We would like to receive the following documents in advance:
Basic design (Programme of Requirements, Notes of Supplement, correspondence with competent authority);
Detailed design (drawings, block diagram, control function matrix, evacuation plan).
