Periodic Inspection of IBC Structures Mandatory

Managers of IBC structures are required to maintain, monitor, and periodically report on the integrity of the isolating construction to the competent authority. (Periodic) inspections may only be carried out by an accredited and ministerially recognized inspection body.

If the competent authority identifies deficiencies, measures will be taken to address them. Make sure to report periodically as a manager.

Current regulations

Environmental Act and transitional law

Under the current Environmental Act, the use of IBC construction materials is no longer permitted. For IBC materials applied before the act came into force, transitional law applies.

For a large number of IBC structures constructed from July 1, 2008 onward, periodic inspections are required to be carried out by an inspection body recognized and accredited for AS SIKB 6900. The resulting reports must be submitted to the competent authority. A designated reporting point exists for soil quality.

Why inspect?

The competent authority oversees the inspections and assesses the results of (periodic) evaluations. If deficiencies are found, corrective measures will be taken to mitigate the situation.

By commissioning a periodic inspection from an authorized and accredited inspection body, managers ensure they:

  • Comply with laws and regulations (Environmental Act)

  • Detect deficiencies at an early stage

  • Safeguard the environmental quality of groundwater

  • Ensure the condition of the IBC structure is maintained

Who is allowed to perform (periodic) inspections?

Not all inspection bodies are authorized to carry out inspections in accordance with AS SIKB 6900-6902. Protocol 6902 must be applied by an accredited and ministerially recognized inspection body holding a valid SIKB license.

Locations assessed or inspected by companies without ministerial recognition and accreditation are not compliant with legal requirements. To obtain the required "IBC Structure Condition Statement" and to demonstrate legal compliance, an inspection must be performed by one of the designated inspection bodies.
