What is the Labour Provision Licensing Act (WTTA)?

The Labour Provision Licensing Act (WTTA) is being introduced by the Dutch government to combat malpractice in the flexible labor market. The law has two main goals: ensuring fair competition among labor providers and better protecting the rights and working conditions of employees.

Who does the WTTA apply to?

The WTTA will apply to staffing agencies, payroll companies, hiring companies, subcontractors, secondment agencies, and labor brokers.

SNA quality mark is step one, the WTTA additional module is step two

The foundation for complying with the WTTA is the SNA quality mark. It demonstrates that your organization is a reliable partner — that you follow the rules and contribute to creating a fairer, healthier labor market in the Netherlands.

Already have the SNA quality mark? Then you’re ready for the voluntary module, which focuses on all additions to the SNA standard. Since the start of this year, any organization can apply for the WTTA additional module through Normec VRO.

“Now is the time to take the next step. Businesses going through this for the first time absolutely need the extra time.”

But don’t underestimate the process. Julisa explains: “Especially if you don’t yet have the SNA quality mark, now is the time to act. We often see quite a few non-compliances when it's a company's first time. These businesses definitely need that extra time to adjust their processes. And of course, the business has to keep running in the meantime!”
