WTTA to take effect starting 2027

On April 15, 2025, the Dutch House of Representatives approved the Law on the Admission for the Provision of Temporary Workers (WTTA). The intended timeline is now clear: the new admission system will take effect on January 1, 2027. This was announced by Minister Van Hijum of Social Affairs and Employment in a letter to the House.

What will change?

From 2027 onwards, only employment agencies with official approval will be allowed to provide temporary workers. Companies must register with the Ministry of Social Affairs and Employment (SZW) before January 1, 2027 to qualify for transitional arrangements. Without approval, both providers and clients risk fines starting in 2028.

According to Minister Van Hijum, this is a necessary step in tackling rogue practices:

“We are breaking the business model of rogue employment agencies. Only companies that treat people properly will have a future.”

Key dates at a glance
  • Nov 1, 2026 – Jan 1, 2027: Registration with the ministry for transitional rights

  • Jan 1, 2027: Law takes effect and the admission process begins

  • July 1, 2027: Final deadline for submitting admission applications

  • Jan 1, 2028: Enforcement begins by the Netherlands Labour Authority

Admission only if legal compliance is met

Access to the market is granted only after checks on integrity and legal compliance. Requirements include:

  • Certificate of Good Conduct (VOG)

  • Proof of compliance with current legislation

  • €100,000 financial guarantee

A dedicated unit within the ministry will assess applications and can suspend or revoke approvals in case of violations.
