Safety Culture Ladder

The Safety Culture Ladder (SCL) is an assessment method that measures a company's safety awareness. It is a key requirement in tenders and contracts within the construction sector, as part of the Safety in Tenders (SiT) measure. Since January 1, 2022, SCL certification has been mandatory for the procurement and contracting of works and consultancy services.

What does the Safety Culture Ladder look like?

The ladder has five steps, or culture levels, which indicate the stage of development a company is in. Each step defines what a company must meet (the requirement), what criteria it must meet (the standard), how these criteria are valued (the scores) and what our auditors look for (the auditor's guidelines). The more responsibility, reflection, and investment the company has put into safety, the higher its score on the ladder.
